The DA will take the Capricorn District Municipality to task over widespread service delivery failures and stalled infrastructure projects, despite millions in public funds already spent. We will submit formal follow-up questions to the Executive Mayor and relevant departments, demanding full transparency and concrete action plans to fast-track the delivery of water and essential services to affected communities.
This follows a recent public hearing of the district municipality’s Municipal Public Accounts Committee (MPAC) on the 2024/25 Third Quarter Organisational Performance Report and responses provided to the DA’s incisive questioning – all of which point to serious service delivery and project implementation failures.
It was established that 95% of infrastructure breakdowns were not initially addressed by maintenance contractors appointed to attend to such breakdowns. Additionally, many Municipal Infrastructure Grant (MIG) projects amounting to R263,563,000, and Water Services Infrastructure Grant (WSIG) projects remain incomplete or only partially functional – despite 90.5% and 75% expenditure being recorded respectively. Despite these high expenditure rates, key projects across the Blouberg, Molemole, and Lepelle Nkumpi local municipalities are delayed or underperforming, indicating poor contractor oversight and weak project management. These failures are not just administrative issues, they are directly denying residents their basic right to reliable water and dignified living conditions.
In line with our commitment to transparent and accountable governance, and service delivery excellence for the people of the Capricorn District we will, as the DA, seek clarity on the causes of these service delivery delays, the effectiveness of contractor performance management, and the measures in place, if any, to accelerate project completion and functionality.
We will continue to hold the Capricorn District Municipality accountable to ensure that public resources are managed prudently and that the needs of all communities are met without compromise.
