DA to table motion for the establishment of an Ad Hoc Committee to probe Legislature irregularities and financial abuse

The Democratic Alliance (DA) in the Limpopo Provincial Legislature will  table a motion in the Legislature calling for the urgent establishment of an Ad Hoc Committee to investigate various alleged irregularities within the Limpopo Legislature.

Residents deserve to know how their money is being spent and whether those in charge are being held accountable.

The Oversight Committee Reports on the 2024/2025 Annual Report as well as the 2025/2026 Quarter 1 Report contained damning revelations including:

  • A finding by the Auditor General that the financial statements submitted for Auditing were not fully prepared in line with generally recognised accounting practices and were not supported by comprehensive and proper records.
  • A finding by the Auditor General regarding the purchase of a vehicle for the Speaker, Makoma Makhurupetje, reportedly over R1 million, which contributed directly to the Legislature’s poor audit performance.
  • Although the Speaker informed the Oversight Committee that she did not request the purchase of the vehicle, the Committee on 8 October 2025 resolved that the Speaker must provide clear timelines as to when the investigation report will be submitted.
  • Out of 58 performance targets, the Legislature only achieved 39 of these targets, a mere 68 percent success rate.

It was also widely reported that the Legislature’s Secretary, Dr Timothy Maake, caused R1.8 million in cancelled flights and unused accommodation for a delegation to the Commonwealth Parliamentary Association conference in Gambia, allegedly because his academic title “Dr” was not printed on the airline ticket.

To add insult to injury, the Oversight Committee meeting of 23 September 2025 failed to conduct its business in an open manner as required by the Constitution and the Legislature Rules, by failing to live stream the proceedings to the public when the committee interrogated the Speaker on these issues.

The Speaker continuously failed to give any timelines to conclude the investigation, leaving not only the members of the legislature in the dark, but also the public.

The DA is therefore alarmed  that this vehicle was allegedly surreptitiously  moved and sold to a Mercedes Benz dealership in Menlyn, despite the pending in-house investigation.

It is furthermore alleged that both the Speaker and the Secretary were present when this vehicle, worth millions, were loaded on the back of truck on its way to Menlyn. This raises a further question, is this brand-new vehicle not in a driveable condition?

It is evidently clear that, considering the  alleged involvement of both the Speaker and the Secretary, an in-house investigation would be wholly insufficient, and the DA will now  table a motion in the Legislature calling for the urgent establishment of an Ad Hoc Committee to:

  • Investigate the purchase and alleged subsequent sale of the Speaker’s vehicle.
  • Probe all reported irregular and wasteful expenditures, including the R1.8 million spend on cancelled plane tickets and accommodation.
  • Examine failures in internal controls, accountability and consequence management.
  • Investigate and report on the number of portfolio meetings that were not recorded and livestreamed, to the exclusion of the public.
  • Table findings and recommendations before the House with timelines.
  • Ensure full transparency to the public

The disposal of an asset under investigation is a blatant red flag; Limpopo residents cannot, and will not, accept the misuse of public funds being swept under the carpet. Accountability must prevail.
