The Democratic Alliance (DA) in the Mogalakwena Municipality has lodged a written complaint with the Municipal Manager, Mr Morris Maluleka, and called for decisive action following an incident in which the African National Congress (ANC) allegedly used municipal property for party-political campaigning.
On 4 July 2025, the ANC erected a stall within the Mogalakwena municipal parking lot, where they were observed selling their branded regalia – a clear and deliberate act of party-political activity.

This conduct is in violation of several legislative and ethical frameworks, including the Municipal Systems Act, the Municipal Finance Management Act, the Constitution’s provisions on public administration, and the Codes of Conduct for Municipal Councillors and Staff, all of which require that:
- Municipal resources be used solely for legitimate municipal purposes;
- Municipal administrations remain impartial and act fairly;
- Municipalities operate without bias towards any political party; and
- Municipal property, resources, and facilities not be used for party-political purposes by councillors or officials.
The DA strongly condemns this unlawful and unethical use of municipal property. It represents a blatant abuse of public resources and undermines the integrity of democratic processes. Municipal facilities are public assets intended for service delivery-not political showmanship.
In our complaint to the Municipal Manager, we have called for a full investigation, swift and decisive remedial action, and the urgent implementation of preventative measures to ensure that no party-political activity is permitted on municipal property in future.
We expect the Municipal Manager to enforce the law and uphold the principle of equal treatment for all political parties.
