ANC cadre deployment continues to destroy local government in Limpopo

The Democratic Alliance in the Sekhukhune District will formally demand access to the full recruitment and interview processes for the recent appointments made within the Sekhukhune District Municipality and the Ephraim Mogale Municipality, in order to establish whether due process was followed and whether the best candidates were appointed. This follows a recent Facebook post in which the ANC Sekhukhune Region, with shameless impunity, publicly congratulated its “comrades” on their appointments to the two municipalities.

We will also write to the Minister of Cooperative Governance and Traditional Affairs to request urgent intervention, as this conduct demonstrates clear political bias within ANC-controlled municipalities and raised serious conc erns about the integrity of municipal recruitment processes.

The Democratic Alliance maintains that cadre deployment is an inherently corrupt practice and a primary driver of the collapse of state and municipal capacity where the ANC governs. It is:

  • Unconstitutional, as it undermines the constitutional requirement that public administration be professional, impartial, and merit-based;
  • A primary driver of state failure, contributing to the ongoing collapse of municipalities under ANC control; and
  • Incompatible with good governance, as it replaces competence and accountability with political loyalty.

The public celebration merely confirms what communities across Limpopo already know: government jobs are being reserved for ANC card-carrying members through blatant cadre deployment.

This conduct amounts to a clear abuse of public institutions and a corruption of any credible recruitment process. It sends an unmistakable message to qualified professionals – if you are not a member of the ANC professionals you need not apply. Merit, skills, and experience are once again sacrificed on the altar of party loyalty.

This practice explains why municipalities across Limpopo are collapsing. Appointments based on political allegiance rather than competence have left communities without reliable water, safe roads, or functional infrastructure. Cadre deployment does not serve residents: it serves the ANC’s shrinking political interests.

The DA remains unequivocal: public service positions must be filled on merit, and merit alone. South Africans deserve capable professionals who can deliver services, not politically connected cadres who preside over decline.

As local government elections approach, communities in Limpopo will have the opportunity to put an end to cadre deployment, corruption, and service delivery failure. The DA stands ready to restore professionalism, transparency, and accountable local government.
