The DA in Makhado Municipality will write to the Municipal Manager, Kent Nemaname, over the misuse of municipal resources by Chief Whip, ANC Councillor, Sipho Masuka, on the D4 provincial road while roads in the municipality continue to deteriorate at an alarming rate. The DA will also write to the Auditor-General highlighting this unauthorised expenditure on a provincial road.
Cllr Masuka used municipal graders, vehicles, workers and other municipal resources to fill potholes with soil on the D4 provincial road which is the responsibility of Roads Agency Limpopo (RAL), while the road infrastructure in the municipality’s wards has been neglected and is in a desperately poor condition. The D3761 road in Valdezia in Cllr Masuka’s own ward is inaccessible because the municipality is not maintaining it due to limited resources, yet he diverted limited municipal resources to be utilised on a provincial road.
The municipal manager must provide answers to the following concerns:
- Who authorised the municipal resources, grader and the truck working on a provincial road from the 23rd to 29th of December 2025.
- Who is going to be responsible for the payment of those municipal workers’ overtime, since this was not a council resolution?
- Are all the roads in the 38 wards in a good condition for the municipality to be able to attend to a road that is not the municipality’s responsibility and not budgeted for?
- Does the Municipality have documents from RAL that states that Makhado Municipality can provide temporary repair measures with soil to the D4 road.
The ANC Chief whip and Makhado Municipality senior management must prioritise municipal roads and the residents of the municipality, instead of attending to a provincial road which is not a municipal competency and not budgeted for by the municipality.
The DA believes that people of Makhado deserve better municipal access roads, and not the current poor state of road infrastructure in all 38 wards.
