*The DA in Limpopo demands a total clean-up of Mogalakwena Municipality following 12 years of dysfunctional governance and systemic corruption under ANC rule
*We welcome the Limpopo High Court’s dismissal of suspended municipal manager, Morris Maleke’s urgent application seeking his immediate release after his arrest on charges of alleged fraud, corruption and money laundering
* Years of ANC misrule have left Mogalakwena trapped in a cycle of alleged corruption, procurement failures and financial mismanagement. Even costly Section 139 interventions have failed to deliver lasting accountability or protect taxpayers’ money.
The Democratic Alliance in Limpopo demands a total clean-up of Mogalakwena Local Municipality following the arrest on 7 October 2026 of suspended municipal manager ,Morris Maluleke, on allegations of fraud, corruption and money laundering linked to a municipal fleet-management contract.
We further welcome the Limpopo High Court’s dismissal of Maluleke’s urgent application challenging his continued detention.
It is alleged that a fleet-management contract initially valued at approximately R4 million resulted in payments of about R24 million and that a R24 million tender was irregularly awarded to Fleetmove (Pty) Ltd in December 2022 including a R230,000 payment to a company linked to Maluleke constituted gratification connected to the contract.
These allegations raise serious concerns about the protection of public funds, particularly given Mogalakwena’s history of ANC governance and procurement failures.
In 2019, the municipality was placed under a Section 139 administration amid serious financial and governance challenges. In January 2022, 27 accused persons faced charges relating to alleged tender irregularities involving approximately R15 million. More recently, in September 2025, the Special Tribunal declared the R167.9 million Easyway Tarmac Pave and Projects CC contract unlawful and invalid, ordering the company to repay R68.87 million plus interest.
Maluleke’s marred record in public service raises serious concerns; he served at Madibeng Local Municipality when R31 million was invested in VBS Mutual Bank.
His appointment as Mogalakwena municipal manager was set aside by the High Court over selection irregularities, and he now faces separate allegations of fraud, corruption and money laundering linked to a fleet-management contract.
Notwithstanding costly ANC interventions and investigations, serious questions remain about accountability, procurement controls and the protection of taxpayers’ money.
Mogalakwena cannot afford another cycle of investigations without lasting accountability. Public money must fund essential services, not be lost through unlawful or irregular procurement.
On 4 November 2026, residents can vote for the DA to demand clean governance, accountability and better service delivery. The DA is committed to Working for All and building a municipality that puts residents first.
