The DA in Limpopo will, on 4 August 2026, re-introduce its motion calling for the establishment of an Ad Hoc Committee to investigate alleged irregularities involving the Speaker of the Limpopo Legislature, Ms Makoma Makhurupetje, and the Secretary to the Legislature, Dr Timothy Maake.
The DA has consistently maintained since 5 November when the Speaker blocked our motion, that allegations involving the two most senior office bearers of the Legislature cannot be investigated through internal processes. Only an Ad-Hoc committee of the Legislature can restore public confidence.
The request followed serious concerns arising from the Oversight Committee’s consideration of the Legislature’s Annual Report, including:
- The Auditor-General’s finding that the financial statements were not properly prepared and supported
- Concerns regarding the procurement of the Speaker’s official vehicle worth more than R1 million
- Only 39 of 58 performance targets being achieved
- Allegations of R1.8 million in cancelled flights and unused accommodation relating to the Commonwealth Parliamentary Association trip to The Gambia.
When the Speaker repeatedly failed to provide timelines for the internal investigation, and it later emerged that the vehicle had allegedly been sold while still under investigation, the DA called for an Ad Hoc Committee to investigate these and other alleged irregularities.
To date the Speaker has refused, or failed, to place the DA’s motion on the Order Paper and the House has never been afforded the opportunity by the Speaker to debate or vote on the establishment of an Ad Hoc Committee
On 1 July 2026, following media reports alleging a possible conflict of interest involving the attorneys appointed to conduct the Legislature’s forensic investigation, the DA again called for the establishment of an Ad Hoc Committee and requested the Chair of Chairs and the Whippery to intervene.
On 19 July 2026, after a break-in at the Speaker’s office, shortly before the forensic report was due to be presented, the DA called for a detailed public report. The timing of the incident, together with questions surrounding the credibility of the forensic investigation, strengthened the need for an independent legislative inquiry.
Conflicting reports in the media now suggest that the ANC in Limpopo has internally approved an Ad Hoc Committee, but that the Speaker instead wants private attorneys to conduct the investigation and has allegedly already identified a law firm.
If these allegations are true, they create the impression that the investigation is being shifted towards a confidential legal process under the control of the Speaker rather than an open legislative inquiry.
The DA will therefore re-introduce its motion on 4 August 2026, proposing:
- The establishment of an Ad Hoc Committee of the Legislature
- An independent evidence leader comprising a Senior Counsel and Junior Counsel to lead the evidence
- A committee consisting of the members of the Oversight Committee and additional members to pro rata reflect to the composition of the Legislature
- That the committee be supported by two additional members, one being a Senior Advocate and the other a senior Auditor
This process will ensure independence, transparency and accountability while protecting the integrity of the investigation.
The DA believes accountability should take place before the Legislature, where evidence can be presented openly, witnesses questioned and findings debated transparently.
